A structure that aims to make personal development expertise gained through English-language human resource development research available to French businesses.

In what ways is this project unique and creative? Edit

I am the program officer for a consulting firm in human resource development called Enterprise & Performance. This firm has given me the strategic outlook for this project as well as the pedagogical expertise necessary to create behavioural training modules (personal development) and will also be a future beneficiary of this project. A feasibility study is currently being carried out for this project (the business plan is complete and public funding requests have been made) and a round table discussion will be held (institutional, training and integration stakeholders, businesses, the media, etc.).

The targeted business segment is the Social and Solidarity Economy, a system related to Social Responsibility of Businesses that has a strong economic purpose: to recruit, train, assist, and mutualize professional profiles deemed unemployable by recruiters for example, former professional athletes, holders of obsolete degrees, drop-outs, etc.

A brief explanation: this project seems like just another labyrinth system, but it is actually very relevant to economic realities of small and medium enterprises and artisans in Reims and elsewhere. The social objectives of the business is two-fold or possibly even three-fold:

-To increase the selling power of the economic fabric of Reims: by providing partner businesses with access to professional profiles who have completed theoretical and field training in direct (B To C) sales given on a very flexible basis of, for example, 5 hours a week. These businesses are lacking the resources to recruit employees on a full-time basis and the time to train them.

-To provide opportunities to people with precarious employment status, for example, people nearing the end of limited term contracts or those in interim periods. This is accomplished by qualifying them through professionalizing contracts and operational readiness for work; and by providing them with practical work experience in various small and medium enterprises and artisanal businesses. That is, by having them collaborate to complete regular ad-hoc B To C and e-commerce selling assignments. For example, creating and updating, selling, marketing, and communication interfaces on eBay.

-To help develop new selling techniques for storekeepers and artisans of Reims (especially for e-commerce) who do not have the means (or intuition?) of larger businesses to increase their market shares and encourage customer loyalty.
This structure is geared not only toward professionals in the selling industry but also toward future professionals in the tourism industry (the hotel and restaurant industries, and multi-lingual reception) and food retail since half of the personnel in the artisanal sector of Reims will be renewed by 2015, with little potential for the transfer of goodwill for businesses like chocolatiers, bakers, butchers, etc. This represents a true economic/social issue to which the GEIQ is attempting to respond.

What is the social value of this project? Edit

This project’s main objective is social:

What is the potential of this project to expand and develop? Edit

In the longterm, the cruising speed of this type of structure (whose legal structure will be that of a Groupement d’Entreprises pour l’Insertion & la Qualification-GEIQ) depends largely on about 30 “mutualizable” people. Everything hangs on the results of the feasibility study and the businesses united/active around this project. There are other existing legal structures of this kind in other parts of France but none related to business development in terms of B To C commercial relations, client relations, and e-commerce. This aspect of the project could very well set an example for others.

What was the triggering factor of this project? Edit

The observation of several social problems relevant to the economic fabric of Reims:
-Issues of knowledge and interpersonal skills;
-Issues recruiting (and maintaining employment) young and older professionals trained in sales industries such as, B To C and e-commerce, and tourism industries such as, the restaurant and hotel industries and multi-lingual reception, and food retail/artisan business people such as bakers, butchers, etc.;
-Lack of recruiter resources;
-Costs, risks, and time involved with training these types of professionals by small offices and small and medium enterprises;
-How to promote and develop the region;
-The renewal of about half of the workforce in the next 5 to 10 years.

What is the business model of this project? Edit

The business model for this project fits within a dual timeframe:

-The next 8 months will be dedicated to a feasibility study—a business model based exclusively on public subsidies (DIRECCTE, Regional, District, city, para-public networks, etc.);

-The phase of launching and setting up the functioning of the structure—a business model that is based, 80%, on payment from partner businesses working with professionals.
